To play Devil's Advocate.
If you are charging students to use the parking lot, I would assume you would charge parents to also use the lot when they attend school functions and sporting events. Why charge just the kids when other people use the lot as well?

I don't mind fees as opposed to upping taxes, just make it so it applies to all. Teachers have to go to school, kids have to go to school.

In general I dislike regressive taxes. For a lower income family with a couple kids in school $1,000 in fees could be 2% of their income, while for an affluent family $1,000 might be 0.25%.
